I got a kick rocks email today for a promotion I applied for a couple weeks ago. Got a phone interview with HR, but that was it.

No matter how much I explain that my lack of experience with a particular system isn't an issue, they never listen. I know for a fact I can do the job better than anyone with experience, and that I can learn the system and everything I need to know about it in less than a week. But they don't care. They only care about what they see on paper.

Not sure what kind of system it is but when it comes to IT matters, I always say I have hands on experience even if it's just in a home lab for training purposes.

I just don't want to be caught in a web of lies. If I say I have experience, they'll ask about it, and they'll ask specific questions about what particular screens do.

If you can learn everything you need to know about it in less than a week, why didn't you do so prior to the interview?

The systems in question are specific to my company (the company has it's own programmers), and we are only granted access to systems if they are necessary to use for our current position within the company.

Have you gone to a manager and asked to spend some personal time observing and learning for training purposes? What efforts have you made in the company to teach yourself the skills necessary for the job?
