Like, I understand it's definition on a surface level, but it seems too easy to use as an excuse to shut down conversations that don't proceed in the way that someone using the term wanted.

Someone explained it to me as basically being unable to take criticism from your race as a whole because you view yourself as an individual rather than as an active part of current racial tensions.

It seems to be used primarily when, during racial discussions, someone attempts to provide a differing perspective which may steer the conversation at least partially away from an otherwise exclusively racial focus.
It also seems to be used when a white person tries to say "but not all white people are the same." Inevitably, it's the same thing as when people say that white people must be racist by default. This is part of the philosophy of giving white many answers, but not letting them have immediate access to them, by drawing or tutoring.
