They had a really cool final mission in mind where you play as Chief running through the Dreadnought on a Ghost but they had to scrap it. That's why you beat the game on an Arbiter level.

Imagine having that ending and never having a Halo 3. That's Half Life 2 Episode 2. Except Half Life's ending was better.

The original ending got scrapped for some reason but it was supposed to be an actual satisfying ending that didn't piss people off before
