After the surrender at the end of WW2 one of the stipulations was that Japan was no longer allowed to have its own military. That's why there are so many US army bases in Japan. Officially the US military takes over Japan's national defense. I thought those sanctions were lifted a while ago. I think Japan itself just doesn't want to. Even if they are, why would you want to.
