Without him I see her more as true neutral - she wasn't going OUT of her way to break rules (chaos) or abide by them (lawful), and similarly wasn't going out of her way to be good or evil (though this all based on a few episodes of DCAU)

I thought it was pretty obvious, she's clearly Chaotic Neutral when puddin's not around to be a negative influence on her. She's a complete wild card who does whatever she feels like. It just happens that she usually considers Batman and Robin her "friends" since they're two of the only people she has ANY kind of relationship with.
