I think the greater fear is that a bigger girl in leggings will stretch the fabric till its sheer. Basically like she showed up to school in pantyhose worn like pants.

OK, I don't think it's such a big stretch. The principal is literally saying that it makes you look fat, yes. But what does that mean? In the context of our society, "looking fat" is something that's frowned upon, so it's quite reasonable to interpret this as "they shouldn't do this".
And two, I'm well aware that there are certain choices of outfit that will emphasize your figure. However, the bottom line is that people look fat if they're fat. Trying to advise people to hide the fact that they're overweight isn't helping. I guess if you think shaming people will make them less fat, then sure. I'm quite certain it won't. I'm quite certain it'll just make them feel bad.

I understand what she actually said, but the word "fat" is usually used as a negative here on CE. So if someone things a size 6 or 8 girl in leggings "looks fat" then I would think they're saying it's a bad thing. I think average sized women in leggings is just fine, and thin women with no real curves would be better off wearing something else.
