San Andreas was one of the first ones, but it's always felt like one of the biggest maps to me. Even to this day.

One thing I always preferred about GTAIII (and to a lesser extent Vice City) was that the map was big, but small enough that I could remember where everything was through normal play. The maps got too big and eventually you're left just following the GPS.

How are they scaled? Like is it by pixel or are real world measurements applied and the actual sizes are estimated and extrapolated?

The map is huge, but also very dense. Not a whole lot of wasted space or wide open areas of nothing

But these things are dumb anyway. If you draw a rectangle around the map and multiply width by height you don't even get lose to the arwa of the actual game world for most of these. Which is generally how they do it because calculating the actual area is hard, even for real cartographers.

But for example, you ever notice how the whole SW quarter of Oblivion's map is inccessible and actually doesn't exist at all?
