Are there any games where you become less powerful as you progress? Always thought that would be a neat gimmick.
I know there's one time deals for story reasons (like Samus from Metroid or Jade from ToAbyss). Too bad this concept would be a huge turn off for casuals. Only hardcore players would accept becoming more and more handicapped over getting more and more powerful.

The ideal way to do it is by adding handicaps rather than taking away abilities. For example you might start with unlimited stamina, and then you gain a stamina meter to limit your more powerful abilities. Maybe things that ordinarily didn't hurt you now do, like bright light. That way, the game still becomes more complex and introduces new mechanics, but you're also becoming weaker.

In a way. There are more limits placed on you in combat, such as having to do things quickly, and I think you don't get time to plan what you're going to do in a battle later on. --- It has been 3 days since something interesting happened. I think you can level down in God Hand, but it's not permanent. I think it fluctuates depending on how good or bad you do in the combat or something.

There are games where enemies level up as you do, and in some cases, they get stronger per level than you do. This effectively handicaps you more as you progress, but you're still technically getting stronger.

It's important you don't lose skills as you level down. Kingdom Hearts would suck if you start with all of Sora's abilities and then by the end all you can do is 1-2-3 the Keyblade.
But what you could lose are natural OP abilities. Like extended i frames, auto counters, regeneration, etc. The way I see it, and this might be a crude example, but basically your character slowly changes from a Superman to a Batman. Super powerful and just swinging brainlessly at things to weak but a smart player with more finesse.
