Because the city put all it's eggs in the basket of the auto industry and made it their backbone. The auto industry thanked them by shipping the jobs to Mexico and overseas and then proceeded to suck a bunch of tax dollars to stay afloat instead of giving as much as they had been.
Many of the people there are uneducated and relied on factory jobs and such so when there were cuts and a lot of uneducated people then became poor people. Which are the two leading causes of crime. After years most people moved away and pretty much the only people left are poorly educated, poor, and/or criminals. It's kinda hard to rebound from that without outside help. --- ... One of the major problems is the trouble with the automotive industry. People without college degrees could make 6 figures, and then once it collapsed for lack of a better word, people were left without that opportunity.
