Maryland was a northern slave state, until abolished after the civil war ended. The Emancipation Proclamation did not free slaves in the states in the union.

I work in Baltimore and even I didn't know they were gonna take them down that fast.
I just heard that the council voted (unanimously) to remove them, but was surprised at how quick about it they were.
