I know the best CPU would be the AMD Athlon clocked at 1GHz, 1GBs of RAM & 32GB hard drive with Windows98SE but what would be the best motherboard & graphics card?

Pentium 4s were pretty much top of the line back then. As for video cards, the Voodoo series were highly thought of back then. No one really paid much attention to motherboards.

The Pentium 4s came out in 2000 not late 1999.

For GPUs it seems to be between the Voodoo2 12MB in SLI, Voodoo3 3500, Nvidia RIVA TNT2 Ultra & the Nvidia GeForce 256.

the only specs that mattered at that point in time were those good enough to run CS, starcraft and diablo 2.
