No one knows exactly. If you stick around CE or any other game forum, you'll know when they drop. You probably won't be able to just walk into a store to buy one, even though Nintendo claims they will do a better job meeting demand.

You probably won't be able to preorder them. When they went live at Walmart they sold out in half an hour. This was late on a Friday night with no prior announcement.

You could probably get one if you're willing to line up outside a store the night before. For online orders, if you do things such as sleeping, going to the bathroom, going to work or anything else that takes you away from constantly refreshing the product page the you pretty much have no chance of getting one.
