you can't. Owning a dvd not the same as owning the intellectual property. You essentially buy a license to watch the film on dvd. Same reason why buying Minecraft on PS4 doesn't mean you get it for free on Xbox One. Or how there were some people who thought buying Rock Band should legally allow them to download all the songs on it.

There are exceptions when it is approved buy the property holders like cross-buying on a PS4/Vita and when you buy a vinyl record and get a code to get the mp3s.

Aren't Americans' internet constantly beginning monitored by their ISP and get sent a cease and deceased letter if they download anything? Especially if it's a movie/show owned by the big companies like warner bros, paramount, etc etc...

Some are. I meant the chances of getting caught downloading are miniscule, but for ripping it's practically non existent.
