Quite frankly, I don't trust the current Tory government to deliver. Brexit will potentially throw a few spanners in the works too. A lot of things have to be in place for this to work. The demand this will place on the National Grid will have to be dealt with in some way and the generation of electricity will need to be much cleaner (requiring investment in renewables, the phasing out of coal fire power stations which is apparently happening soon, etc.) for it to even be worth doing. There will need to be some sort of scrappage scheme to encourage drivers to switch to electric vehicles (which Gove mentioned to be fair, but again, it'll take action).
