Problem is legal gun owners are very restricted as far as where they can carry (not allowed on public transportation, for example), so most don't bother getting a conceal carry license if they live in city limits. I've lived all over that city, its my hometown. Crime varies from neighborhood to neighborhood, block to block. They have to tackle the street gangs in order to control the violence, which they're historically reluctant to do. Unless feds start shutting down the drug trade this shit ain't going anywhere. And the manpower required to do that, along with regular law enforcement, is not something CPD has alone. As long as its gang bangers killing gang bangers, they more or less say fuck it. Now, if this were to happen on the North side, you bet things would be different. Not to mention the justice system.
