another reason why the Chloe-ending simply doesn't work is that it involves Max flat out ignoring the most important and sincere plea Chloe has ever made. Chloe begs Max to save the city, by ignoring this, Max shows that she doesn't care about Chloe's agency and instead chooses to be selfish.

I like this because it totally reflects on the player and blatantly criticizes them for it. So many people were complaining about how simple and empty the Bae ending was compared to the Bay ending. Well it's your fault for choosing it!

fact is, the universe hates Chloe and insists that she must be dead at a certain point. If she's not, then things will happen that will kill her. an early example of this was when she suddenly became stuck in front of a moving train. The tornado is just another expression of this. My problem with the ending is that there's no reason to believe this will stop with the tornado.

This is completely wrong though.

Chloe lived for a very long time without dying. But then during a single week of her life he nearly dies like 10 times. A week that involved a certain player character... The obvious conclusion here isn't that the universe hates Chloe, it's that Max + Chloe is a destructive combination, that spirals unto itself and gets worse and worse. Hence the literal tornado that represents the figurative tornado.

Specifically the destructive combination is Chloe's obsessive desire to change her shitty situations and Max's obsessive desire to solve everyone's problems perfectly. In the Bay ending, Chloe's obsession is nullified. In the Bae ending, Max's obsession is nullified. So we know for sure that in either ending, the tornado definitely won't happen.
