Pour the milk, add cereal in batches....the cereal will never get soggy that way, you get the same amount of cereal in the end, and you can just drink any remaining milk...

I always decide how much milk I want first and then put enough cereal in to cover the milk.

Do whatever you want, but here is why you're wrong.

1. If you do what you're describing, you'll tend to go through more milk than usual. Unless you're carefully measuring how much milk you add beforehand, chances are you will probably pour more than you actually wanted, and therefore drink more than you wanted having an overinflated breakfast, or throw it out, wasting it.

2. This adds an insane amount of tedium to something that you usually are trying to do as quickly as possible

3. the benefit of a "persistently crunchy" cereal is also another matter of opinion, but there are several cereals that are always persistently crunchy no matter how they're eaten with milk. You could just have a cereal of granola, or grape nuts, or if you want something sugary you can check out captain crunch which can sit in a bowl if milk for like 30 minutes before getting soggy.

4. If you're trying to just pour milk first, then cereal, and then stop there, you'll likely end up eating much less cereal than you intended, causing you to completely miss the point of breakfast.

If you're not eating cereal for breakfast, I'd argue that maybe you shouldn't be eating cereal at all. Just pour a glass of milk and get some oreo cookies. It's more convenient, and tastes better than most cereals.
