depends on civ and situation

babylon and assyria can do it in the ancient age (and should if they're on a continent with 1-2 others)

any civ can do it with compound bows in the classical age, and should if they border mongols/chinese/zulus

zulu does it in medieval with their civil service pikeman UU. similarly, china/britain does with their crossbowman UU, and mongols/arabs with their knight UU

when you get dynamite anyone else can easily do so. whether it benefits them to again depends on their situation. war tends to mean the destruction of non-internal sea and land trade routes. babylon on a continent alone has no reason to war further, with nobody threatening them they can rack up gold from sea trade w/city-states and out-tech everyone, and ultimately run away with the game. korea and poland also.

siege equipment is mostly a waste of time until artillery. bows + 1 warrior is plenty to take a city.

none of those are particularly threatening foes, so how you destroy them is up to you

a continually advancing force of gatling guns with artillery for shooting the city and a single unit of cavalry to actually take the city is a good way to wipe out civs in the industrial era
