I should do that I think. It's significantly easier answering this question for the first three games. Reach, 4, and 5 had some solid levels, but the first three each had multiple outstanding levels. The Library and Cortana are the worst examples because they're tight, packed with a ton of Flood, and maybe not as aesthetically interesting. But the other two Flood only levels in Halo 3 (Floodgate and Halo) are solid.
