Most guys women call creepy aren't even creepy. They're just undesirable, and "omg, what a creep" is the fallback method of putting them down and making it socially acceptable to treat them like shit for having the nerve to talk to them.

Puts you in the same league as the guy that sniffed her hair when she fell asleep on the bus.

There is some truth to this. Where I work, there is a security guard. He must be in his late 50s, early 60s. Anyway, a while back, I heard some of the female employees talking about him being creepy. When I asked when he did, it was because he always smiled and said hello to them every day.

Now, this guy didn't focus on specific women to act like that to, he literally smiles and greets everyone at work. He says it to me every day we cross paths. Yeah, it's annoying to see such cheer when you're miserable at work, but calling him creepy for a happy hello each day was pretty shitty of them.

Fun fact, on Sundays he's a door greeter at his church.

What's creepy is stuff like.. legitimate antisocial behaviours, approaching/harassing someone you don't know in public (in a non-social setting), continuing to make sexual remarks/advances over text or in person when it's clearly unwanted. Stuff like that.

Some guys are called creepy when they didn't deserve it or had innocent intentions.

But there are a lot of creepy guys out there. These guys also contribute to normal guys being called creeps.

And of course there are some girls out there who are willing to use it as a way to be judgmental.

Such is life. People are complicated.

All I know is that one of the women who samples product for vendors at my work just got a text from some dude who tried to get her to go out with him two years ago. Constant texts and stalking. She eventually went to the police, who kindly called the guy up for her and told him to stop, so texting her, "Who's that cutie you're with?" yesterday was probably a bad idea. She's lucky that the local PDs take that sort of thing seriously, but, anyway...
My point is, it's pretty clear that this guy both A) wants to have sex with her and B) doesn't care about her desires. That is a dangerous situation for sample lady. Potentially lethal, even. It's perfectly true that not all of us(or most of us, if you're optimistic!) would just leave her alone. But every woman lives with the knowledge that all it takes is for one dude to NOT leave her alone. And every woman is afraid that this guy(maybe even you) could be THAT guy.
So please, I ask you as a fellow man, be polite, be patient, and let "no" mean "no" without trying to weasel out of it.

It's not just about that as much as they'd like it to be. It's entirely about context. A guy hitting on a girl during a party isn't creepy. But if he stopped a girl in the street and said the same thing it would be.

An old guy hitting on a young girl is creepy. An old guy hitting on an old lady isn't creepy. etc.

It's entirely about context. If a woman is attracted to a man and he hits on her she'd likley be more open about it. What makes him attractive and what makes her open is way more complicated than the guy just being hot or not.

One thing I'd never do is hit on a girl out in the street if she's just going about her day. It's not the place to approach women, at all. That's what school/bar/ other social settings are for. Of course a random stranger hitting on her is going to raise some red flags.

There's also gotta be some self-awareness happening. For example, if you know you're an old piece of crap, and look it, senses should tell you not to creep on younger women, or else they'll find you repulsive, or simply walk away.
