It was the best implementation of property management in a GTA-style game. Gameplay wasn't too great though and

I loved the game. Like someone else said, it was a great progression of the whole property/empire building system from Vice City.
The original soundtrack as well as the licensed music was really good too. But the voice acting outside of the guy they got to play Tony and a few others was pretty fucking awful. Hiring a ton of b-list celebrities just cause they were fans of Scarface was lolworthy. --- "Wait a minute...If I ever get a hold of you, I will thank you for showing me the futility of human endeavor." ...
