People forget that even within a political party, there is heterogeneity.

Also, regardless of political power, both parties need to cooperate (read: political dealings/tradings) at any given time. Otherwise you get a situation like with the ACA. If your political party passes something without support of the other party (that currently isn't in power), that shit is getting repealed/defunded the moment the power switches (which tends to be every 2ish cycles).

Meaning if you want any actual ideological accomplishment, you still need to be bipartisan, it's just presumably more back door dealings.

Because the republican party is diverse in terms of ideology. There are conservative, moderates, and even some RINOs. Hard to get on the same page with all of that (considering democrats will do nothing but obstruct). They don't just all fall in line like the democrats do.
