Because nobody wants a war at all, and engaging in one because someone rattled their saber at you would be an incalculable disaster for all parties.

Do you seriously think that a disastrous conflict with no conceivable benefit is what we should be engaging in, just because on a semantic level you could construe all that posturing as serious?

In essence, there's no reason to go to war here because no one takes NK seriously when it says this kind of thing. You wouldn't smack a 10 year old child with a baseball bat for saying "I'm going to kill you!' even if that could be technically considered a death threat.
