Most people don't have nearly the kind of baggage Silent Hill needs in order to pose any kind of threat. Laura in SH2 flat-out saw Silent Hill as a perfectly nice place, partly because that was how Mary described it to her in the hospital, and partly due to her own lack of personal trauma. For most people, Silent Hill would be an almost literal walk in the part. In SH4, it's even implied that Silent Hill does exist as a perfectly normal, functioning small town.
