Well to be fair, if you went up to an underage girl on the street and called her sexy, there is a fairly decent chance you would be locked up.

Not all of us lack common sense or use poor judgment when we're out in public.

Plus even if that did happen, she would probably say something like "uhh, thanks? Lol" or simply tell you to gtfo of her face, but I doubt charges would be pressed unless you really go out of your way to harass her.

You need to do it CE style.

Walk way too close, and stare at her eyes without blinking. Stare at her until she says something and keep breathing really heavy from your nose. Then tell her she's really beautiful, say nano nano and walk away backwards while breathing loudly and keeping eye contact.

I know I've got a reputation of being a total creep on these forums, but it would never cross my mind to creep on a complete stranger, especially an underage one.

With people I know, co-workers, etc., not a problem. Some even laugh it off.
