What? People here refer to women well into their 20s as girls. Boys stop being called boys at 15.

Because "girls" replaced "gals" as the parallel to guys, so you sort of have:

Boys/Girls
Guys/Girls (instead of Guys/Gals)
Men/Women

This is the opposite of my experience, so I can't answer that for you TC. I've heard far too many times "boys will be boys" referring to an adult male (21-35yrs of age), while I've not really been around people who call that same age gap (21-35) girls. It's usually "ladies" or "chicks", but never "girls".
