It's called the Peter Principle - "In a hierarchy every employee tends to rise to his level of incompetence."

Basically, it's an inherent problem with the way promotions work. If someone does their job well, they get promoted. If they do that new job well, they get promoted again. Eventually, they get promoted to a position that they can't do very well and stop getting promoted. This means that you get people higher up all doing jobs that they can't do.

Although the Peter Principle was largely a bit of a joke, but it does make sense.

intelligent people generally don't work in retail long enough to get promoted, that would be the problem.

My other experience is the military, and at least in the enlisted ranks, the effect is vastly reduced.

I'm a Cashier at Fred Meyer, our management team is great EXCEPT for our CCK manager, but unfortunately she controls the department, and has no place doing so.

Mind you, I actually love cashiering, so I'm looking at alternatives.
