Probably doesn't, but my body is ready to listen to the lead designer explain to a bunch of people why Saints Row 3 is so awesome and how it got so awesome.
Let's do this.

This guy is spending a lot of time talking about Tone. About how Saints Row 2 didn't have good tone. He compared it to Batman movies. Trying to be serious but having a really silly tone.
Their MAIN focus with SR3 was a cohesive tone. Nothing that seems out of scope of the overall feel.
The original idea for SR3 was playing as an undercover cop infiltrating the Saints, and then making decisions on whether or not you side with the Saints or the FBI. They ditched that idea, obviously.

Just played a "Tone Video" for everyone, that they used to get an idea of what the game would be like. The video included clips of Shoot Em Up, The A Team, Bad Boys 2, Smokin' Aces, Hot Fuzz, Tokyo Drift and had some rocking 80s hair metal playing over it. Awesome.
And now 5 minutes talking about the dong bat. YES. Apparently THQ marketing loved it, and it was only meant for a one time weapon in a single mission, but THQ wanted more.
