I suppose he may mean from a company standpoint, like that game's team members have all been moved to other projects now and we can't take them off those projects just for this game's DLC.
Though considering the fact that all DLC is on-disc already and just requires unlock keys, it's probably more that they just didn't program in any way for new stuff that wasn't already planned to be added.

Maybe I'm giving Capcom too much credit, but I don't think it's so much that you can't add specific content that wasn't planned for pre-release, just that it's difficult to add post-release content to a game that was not planned to have any post-release content. UMvC3 has "DLC", but since it's all just unlock codes for on-disc stuff, the game might not actually be able to check the hard drive for new characters/stages/costumes/etc. Whereas a game that is designed with that in mind, such as Mortal Kombat 9, is capable of checking the drive and finding the new content.
Now of course it SHOULD be possible to put out a patch that lets the game check the drive for DLC, and there's not really any issue with requiring that (if you can't get online to get the patch, you can't get online to get the DLC either), but these are Japanese videogame programmers, who as a group have never seemed particularly adept at writing flexible code, so maybe THEY can't do it, or they did something stupid in their design for the game that would prohibit the creation of such a patch.
Well with a company like Capcom I feel like it would be tough to add content that wasn't planned because of a lack of manpower. I mean it's not like they have a group of people make the game and then they all stop working. They have other projects that they have to work on and it would be tough to just throw NEW DLC into their schedule out of nowhere.
I mean it's still pretty dumb but maybe not as dumb as people are making it out to be.
