Is there a trick to that ring line on Chemical Plant Zone? It seems like it's incredibly inconsistent on whether it registers by button press or not. I've tried timing it, I've tried mashing the button, but neither method has guaranteed success.

No, the one towards the beginning of the level. It's on the left path at the beginning if you get off the main route.
