You can make an argument for Coolidge

Coolidge shows up in the bottom 10 of plenty of presidential rankings. I guess he's not very contraversial in that almost everyone considers him some shade of mediocre, but...

the dude was literally almost impeached

Which apparently had no impact on his popularity, and so there was no controversy except for people looking to gain politically from it. If he had a sudden dip in popularity after the sex scandal, we could say he was controversial. As it stands it doesn't seem like anyone really actually cared.

Coolidge got blamed for the Depression, Eisenhower had desegregation (for those diehards in the South, at least) and having the CIA set up the shah in Iran.

If you don't consider getting assassinated a controversy, I'd have to say McKinley.

McKinley upheld the Gold Standard and started the Spanish-American War.
