Bowser is after Peach's love, something Mario already has.

First of all no a rivalry does not mean they have an equal chance. No one but the hero ever has a chance of getting the girl.

then what makes Wario more of a rival?

EDIT: also, once Blue became champion. did he stop being Red's rival.
also play the RPGs, there are a lot of things that they both strive for.
and even in the sport games, they both have a competing chance
