It's my own stupid mistake; I was buying the painkiller collection and didn't notice that GTA IV was in my basket still from the week before, so ended up buyig it for $20 accidentally. Steam support said all I had to do was rebuy the painkiller collection as a gift to my own mail address, and I would get a full refund of the basket(apparently they can't issue refunds to individual basket items).

Since when can you get refunds from Steam?
It was pretty big news when they gave people who bought GTA IV at launch their money back because the game was so utterly broken that even Valve couldn't justify making people keep it. -- "I'm Commander Shepard, and you're standing in the biggest library in Citadel Space.
