Not because they're better, per se, but because they have more of the original GTA feel than any of the newer games, which took the series and did a 180 with it.
It went from being a top-down, hilarious game that never takes itself seriously and is meant to be more comedic than anything, and turned it into a series of serious stories set in a 3D world with no real humor to be seen.
Just an observation I found interesting :3

Now, call me crazy, but to me GTA3 is the most similar to GTA and GTA2, more so than any Saints Row game. Plus the Saints Row games are heavily influenced by the 3D GTA games.
I dig em all, Vice City is my fav. I liked Saints Row better than San Andreas, but I liked GTA4 better than Saints Row 2.

I know what you're talking about and agree that saint's row is like the 2D GTA games

Oh they were without a doubt influenced by the 3D games, I'm not in denial here.
I'm just saying that the Saints Row games have more to do with the atmosphere of the 2D GTA games(a very light, humorous atmosphere with side missions designed just to cause mass chaos) than the 3D GTA games do.

Saints Row just lets you get away with having more fun than GTA IV did. In Saints Row, you can run all over town chucking grenades all over the place, and while the authorities will show up, they're not particularly effectual and are more likely to become victims of your rampage than to stop you. In GTA IV it's like, cops get on your ass if you break simple traffic laws, and if you don't focus 100% on losing them your ass is going down.
Okay, maybe it's not quite THAT bad, but you can't argue that GTA IV punishes you more severely and for smaller offenses than Saints Row does.
