I've always wondered about this. Is it possible for a species that lives in water, to evolve human levels of intelligence, and also build tools and eventually advanced technology? Or is underwater just not a good environment for that? Would we ever find water aliens somewhere who have to fill their space ships with water just to travel around? ... Copied to Clipboard!

That would impose a lot of restrictions on fire (and hence metallurgy) and electricity. I could see a civilization (whales and dolphins certainly have communities, maybe even civilization by a certain interpretation of the term), but any technology that developed would be radically different than what we're used to.

Stone tools would be reasonable enough, but I can't see a purely aquatic species getting advanced technology because of
