I've always wondered about this. Is it possible for a species that lives in water, to evolve human levels of intelligence, and also build tools and eventually advanced technology? Or is underwater just not a good environment for that? Would we ever find water aliens somewhere who have to fill their space ships with water just to travel around?

That would impose a lot of restrictions on fire (and hence metallurgy) and electricity. I could see a civilization (whales and dolphins certainly have communities, maybe even civilization by a certain interpretation of the term), but any technology that developed would be radically different than what we're used to.

Stone tools would be reasonable enough, but I can't see a purely aquatic species getting advanced technology because of
