It was probably religious zealots. There's no New World Order bullshit going on and it was likely Ted Turner's idea. Either way, I completely agree with all of the inscriptions on the stones.

3. Unite humanity with a living new language.
4. Rule passion faith tradition and all things with tempered reason.
5. Protect people and nations with fair laws and just courts.

8. Balance personal rights with social duties.
9. Prize truth beauty love seeking harmony with the infinite.

We also do not know who built them. That's what crazy, was a crime really committed when the property is unclaimed and 'unaccounted' for? What if technically the creator came back and destroyed his work.

The eugenics and population control stuff is pretty nasty.

I think the context of the population control was these were instructions for how to rebuild society after an apocalyptic event. The stones were meant to instruct the survivors of ww3 or whatever

Depopulation (and eugenics) as described by conspiracy theorists would never happen and would be logistically impossible, on top of morally objectionable. Ideally global economic systems would change so that the entire population can benefit from the vast amount of resources that are being hoarded by the few, but that'll never happen.

In the context of the Georgia Guidestones, the inscriptions are meant to be guidelines for society after a major event that disrupts societies and economies.
