I think it'd be mostly a stalemate that Pennywise would eventually win. IIRC, we never really see IT try to affect a large crowd of people directly, IT's a predator through and through and mostly targets people on their own.

That said, the military wouldn't be able to do shit to IT and they'd eventually fall victim to IT's pervasive influence on the town if they stayed on-site long enough.
