I'm going to be downtown today and I'll probably need to go, but I don't want to be turned away. Who do I ask for when I call? Can I make a reservation online?

I'd think at least 3 days ahead unless it's a weekend

Man. That's intense. I can see why some big cities have so many people who just go in the streets. I'm just glad the government doesn't have the money to start using this protocol at rest stops, but on the other hand, maybe it would be better?

They wouldn't let me in the bathroom without a reservation, and I tried to call today, but you guys were right, the waiting list was weeks long. I'm so embarrassed. Now I think I hands a UTI.
