pick a character you like the look of and style of in moves
learn their moves so you can do them on command without hesitation like a dp motion if character has a dp motion move
practice against a shoto
then a charge
then a grappler
then decide if you want to put in more time

It's something that takes practice. Lots and lots of practice.

I'd recommend a guide that breaks down the basics. Polygon has a pretty good one for street fighter 5. Even has some videos to go along with it.
