Obviously it's a different story with some cart-based games, since the supply chain for them may well just not exist anymore, but there are tons of games that you could slap into a jewel case or DVD case and sell for $30 to obliterate scalpers.

There has been a few that have done that, fatal frame trilogy on the ps2 got a reprint in 2008ish, same with the various shin megami tensei ps2 games around the same time. Dunno if any have done it in recent years however.

Blue Reflection and a bunch of Koei games just got a big one that cucked scalpers. and it was funny.

Your best bet seems to be if they're just a publisher and bug them to see if they'd work with some company like limitedrungames to do a print run. It's why a few games got a physical release this past gen and similar companies have even done prints of a few obscure PS3 games a few years back but well past the point any new games were releasing on it.
