Because it's more about the impact they made on the culture than their standing within their own series' lore. Vader was all over the first three movies as the one to be worried about. Palpatine was the schemer in the end but Vader is the first villain you'll see in the series, kills the mentor character, has Han frozen in carbonite, dumpsters Luke in their first fight, saws his hand off and does the father reveal. Has a much more distinct appearance, was the top red lightsaber guy for a while, had the voice. He even almost defeated Palpatine however Palpatine had the ability to somehow return.

This. A villain's iconography has to be so great that nearly anyone in the world can see their face and instantly recognize them, regardless of being directly familiar with the media that spawned them.

Rushmore of villains would include Darth Vader, The Joker, the Wicked Witch of the West (still miffed that suggestion got overlooked earlier; you'd be hard-pressed to find a more memorable / quoted villain in western media, one whose iconography has endured for nearly a century now) and...jury's still out on the 4th. A Disney villain would be fitting, but I honestly don't think there's a singular one that reaches S-Tier iconography. Maybe one of the old Universal monsters?

I was strongly considering specifying Dracula, and that's probably the best option to fill the 4th slot. The classic Boris Karloff Frankenstein's Monster I'd say is slightly more iconic visually, but I dunno if he's so much a 'villain' as just...well, a monster (I can't really say, tbh the most I've ever actually watched the classic monster movies was Abbot and Costello Meet Frankenstein, lol).

Thanos is a good choice, and is possibly the only contemporary villain who has a shot. He has a distinct look, and the MCU is so culturally pervasive that even people who aren't interested in the movies would recognize him on-sight as a villain of considerable significance. Only time will tell if his impact is enduring, though.

Meme people go feral and make a lot of noise over anything though. Even the old people know about Vader and the Joker. Thanos is like Ganon, Bowser or whatever Undertale villain was the most popular, comes off like a big villain if you're constantly exposed to the circles that'd know about them and push them but the further away you get the more they kind of fizzle out.

Edit: Also would it be too tongue in cheek to suggest Satan?
