It's a fun idea, but I suspect the main reason is that one of the draws of sports games is in playing an actual sports star.

Like people want to play as Federer or Nadal, they don't want to play as Rod Laver.

Now that the Negro Leagues stats are official MLB records, it'd be cool to have a game around the time the color barrier is broken. Might be a tough sell to do it before then.

Many sports games do include historic teams, but it's trickier to get licensing for retired players who are no longer represented by the union.
