1960s: The Beatles -Probably the American version of Rubber Soul.
1970s: Pink Floyd - Maybe Atom Heart Mother ((Though The Clash are amazing))
1980's: Public Enemy - Fear of a Black Planet. ((Though Pauls Boutique is amazing))

70s-- hard to pick... maybe Pink Floyd's Animals, Bob Dylan's Desire, or Joy Division's Unknown Pleasures
80s-- Sonic Youth's Sister, The Cure's Disintegration, or Sisters of Mercy's Floodland
