Seems to be mostly the doing of the superintendent.

On one hand, she says it was because letting the students attend could foster Islamophobia.

Then on the other, she says they won't allow it because the book could be offensive to Muslim students.

Which, apparently, outweighs the story of the Nobel Peace Prize winning author, who wrote about how her family was executed by ISIS and she was spared to be forced into sex slavery.
