I genuinely think they wanted to see if it'd get past the censors. That episode's a bit past the golden age but juuuuust barely, not so much that everyone good on the writing team was gone or washed up

It's just a quick ancient gag. It's not that the old store was literally "Chuck's Fuck and Suck" (though it could have been), but it makes you think about it. The joke itself is just barely above fart humor, but the subtlety makes it creep up on you and laugh. It's similar to depression era humor, it doesn't have to make sense logically, but rather creates a linguistic joke when you piece it together.
