They used to be so awful, but over the past maybe half-decade they've been getting a lot better.

Tales of Arise on PC is legit better than the console versions, as it should be.

Arise has an OK port in terms of options. I can't change the resolution while full screen

Sure, but to be fair you don't normally see nice QOL options like resolution scaling, motion blur options, different forms of AA, screenspace FPS caps above 60fps, etc.

It's nice.

They've definitely improved, but the bar was low to begin with.

I'm happy that Japanese developers are focusing on the PC to the extent they are though, when they used to basically ignore it, with few exceptions. For all its faults, I think Steam has contributed to that.

Funnily enough Digimon Cyber Sleuth has the opposite issue..

Or rather the resolution comes in tiers (720p, 1080p 1440p and 4k) in windowed mode you cant go above the resolution right below native (IE: on a 1440p display you only have 720p and 1080p for windowed)

Windowed Borderless supports up to native, but if you want 4k on non4k displays you need to run full screen.

Odd setup, but atleast it runs well.

Cyber Sleuth also has a weird frame drop issue during the victory animation of the Digimon but ONLY there for me

It's really just Square Enix in my experience that's been a mixed bag when it comes to ports

Hmm i didnt notice anything myself, though considering the fact my laptop can run it at 4k 60, it might just be a weird glitch.
