Would he even consider Dexter to be bad?

I'm not sure The Punisher necessarily "approves" of anyone. Doubt he would give a fuck enough to stop him.

Ive never watched Dexter so I don't know how he worked in his vigilantism, but I think back to Welcome Back Frank where Punisher kills the three copycat vigilantes. It might depend on the circumstances though because those three were probably special cases.

Put simply, Dexter is a serial killer that hunts other serial killers. He was born with an urge to kill. His adopted father manages to turn his urges to more productive means and teaches him a code that he follows where he can only kill people who have killed others.
