The water themed one offers a ton of quality of life things, as well as some new things to micro manage that can make up for the loss of land in water adjacent maps.

But if you're just getting one, the green one gets my vote because it basically says goodbye to most pollution causing things, and I believe that's the one that lets you zone some extra things like eco friendly businesses.

Honorable mention to the transit one because it's a pain to get down, even more if you are on console and can't use mods for curved tracks. But holy crap, it can really help you make your city waaaaaay more efficient.

I actually was considering getting back into it recently, but I'm too deep into other games to do so at the moment. It's really, really fun. I've got reference pics of some ridiculous aerial views of neighborhoods and city districts, but they actually made me figure out a few ways I could incorporate them into order to maximize space when I can't just stick to a dedicated grid.
