Given Gamestop's other actions throughout this whole thing I would not be surprised if they are going against the directions of Sony and Microsoft here. There's no reason to believe they were given "special" privilege to be the only retailer to do in-store sales.

Not to mention "2 per store" is a pathetically low bar.
