Building is kind of in a shit place right now because of the Graphics Card situation. If you can't get your hands on one of the new cards(at MSRP) then you are paying way too much for a card. You'll either over pay for a scalper card, or over pay for an inflated priced last gen GPU, or you'll over pay for someones used last gen GPU.

The volume of cards is low, and what's out there is overpriced at the moment.

Partly, yes. And from what I heard, Nvidia made partners stop producing the older cards. They also don't have nearly enough of the new cards. So limited goods to buy on the market has helped to drive up prices all around. But prices were already going up since the pandemic hit and everyone was home with not much else to do. Even AMD is getting caught in that to some degree. But while AMD cards are more plentiful, it's hard to suggest someone drop $400+ for last gens cards with the new ones being so much better at a decent price point. But since they aren't actually available, you can't really make those as suggestions either. So an RX 5700XT may just have to do for anyone that "needs" a a new build right now but doesn't want to spend an arm and a leg.

TC I think the answer to this also depends on what kind of things you are running now and plan to run in say five years
